The Texas Institute for Specialty Certification is a nonprofit corporation composed of legal support staff professionals who are committed to the delivery of quality legal services, utilizing specialty certification to evidence a higher standard of proficiency, and professionalism for legal support staff. Members of the Institute include legal support staff professionals, an attorney, an educator, and an administrator, with combined experience of over 200 years in the legal field and over 20 years in developing certification exams and procedures.

Seven members of the Institute make up the certifying board, which develops and administers specialty certification exams and certifies examination results. The remaining members of the Institute serve as functional directors.
